The primary function of this position is to manage the day-to-day IT operations at the tier 2/tier 3 level for back office systems and infrastructure. The incumbent is directly responsible for personnel that receive, identify, log, and resolve problems encountered by users of information systems. Major IT functions aligned under this position include: Directory Services, Microsoft Platforms, Network Analytics, Certificate Management, Remote Access and Security.

The incumbent is responsible for overseeing day-to-day operational status of the network and desktop environments with a focus on delivering efficient/effective technical service/support and maintaining a high degree of customer satisfaction. Activities include regularly reviewing the status of incidents, requests and break/fix activities, setting priorities and allocating resources as appropriate.

The incumbent must develop and maintain strong relationships with the business/functional units, have a sound understanding of their business goals, mission, and drivers. Responsibilities include supporting business decisions regarding IT service/support/products and understanding the impact of investments required to achieve desired IT outcomes.

The incumbent provides expert consultation to senior business/IT executive management and conducts comprehensive analysis, planning, development, implementation and coordination for the development, installation, operation and maintenance of IT services/systems.

Working conditions are those of a general office environment in a close-knit, team-oriented environment. At times, weekend and evening work will be necessary to meet customer demands
and department deadlines. This position works a professional 5-day work week. It is understood that the hours of work may vary from day to day, week to week. This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. From time to time, may require long hours with night and weekend work. Frequent in-state travel as the person in this position manages staff all over the state and occasional out-of-state travel may be required.

Application Guidelines:

Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.
Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

The following skills, knowledge, abilities and experience are desired at the time of hire:

Excellent oral and written communication skills
Certifications in Microsoft/Cisco technologies is preferred
ITIL or PMI Certification is preferred
Must have a strong hands-on/technical knowledge of core Microsoft technologies including but not limited to Windows Servers, Active Directory, and core Network/Cisco technologies like LAN/WAN, subnets, firewalls, VLAN’s, and VPN
Must have good understanding of user environment management, including desktops/laptops, profile management, software delivery, etc.
Must have a good familiarity with other IT Infrastructure technologies like storage area networks (SAN), virtualization, and data warehouse
Must have proven management skills with the ability to mentor staff members
Must have good people skills and the ability to interact and communicate effectively across all levels of the organization
Must take a lead role as an IT manager and act as a go-to person for business units and IT management when it comes to IT infrastructure technologies supporting both projects and operations
Must build/maintain and manage a strong infrastructure team
Must have a strong technical background and hands-on experience surrounding IT Infrastructure technologies
Must be a champion for pushing IT standards, procedures, policies, and best practices to the infrastructure team
Must be willing to travel to remote offices to understand current business unit and IT challenges in order to recommend solutions
Must be very proactive in understanding and staying up-to-date on the current projects in progress, projects in pipeline and operational issues
Must stay up-to-date with industry technology trends and applicability of software/hardware solutions
