The City of Eugene is seeking a qualified Information Technology Application Support Technician to assist in proactively managing and maintaining the City’s ERP-related systems. This key position is responsible for helping to support the PeopleSoft Financials and HCM systems, third-party associated applications, and specialized hardware for the Central Services Department. The successful candidate for this position will have operating systems, software, and hardware knowledge and experience. Strong organizational and task management skills are essential.
This position supports the acquisition and utilization of information applications. Duties include reviewing system needs, file conversion, customized report-writing, and training. It will function as a liaison between vendors, Information Services Division (ISD), and/or other Central Services Divisions.
Examples of Duties Performed – Duties may include but are not limited to the following
- Works with users to clarify and assess computing needs of work area(s).
- Assists with evaluating hardware and software.
- Researches vendors and serves as a liaison between users and vendors.
- Researches available applications and assists in developing bid specifications.
- Participates in installation and implementation of purchased systems.
- May test products to determine if performance meets stated specifications.
- May participate on application development teams.
- Utilizes a variety of programming tools or personal computer software to create and manipulate data files and automate standard work routines.
- Creates reports, queries, utility programs, and linkages between programs involving multiple data platforms.
- Assists with design and production of system documentation.
- Reports and monitors program area IT issues and service requests.
- Keeps up to date on technology and software as it pertains to program area(s).
- Actively supports and respects diversity in the workplace.
- Performs related duties as assigned.
Principles of system administration, operations, and utilities applicable to personal computers, mobile devices, and local area networks.
Local area network applications and hardware in program area.
Hosted applications in program area.
Basic principles and techniques of computer programming and database structure as required by specific programs and systems.
Programming tools and software as required for program area which may include knowledge of Access, SQL, Excel, SharePoint.
Application security, data organization, and file integrity methods and procedures.
Principles and techniques of technology training.
Perform initial evaluation of changes and / or enhancements to systems.
Create reports and / or queries combining data between different environments and / or platforms.
Enforce standards and procedures in area of assignment; develop forms and methods for record keeping.
Learn and understand business functions and procedures.
Communicate clearly and concisely, both orally and in writing; work effectively with users, system professionals, and vendors using tact, courtesy, and good judgment; value and encourage open communication, input, opinions, and ideas from others.
Be flexible and adapt to diverse environments.
Perform initial troubleshooting, identifying possible program application problems and isolating hardware versus software problems.
Translate user business needs into technical specifications for needed modifications in applications.
Provide technical assistance and coach others in the most effective use of computer hardware and software.
Use relational databases.

Senior Application Support Technician classification
High school diploma or GED, supplemented by a two-year technical degree in a computer systems field.
Three years of relevant experience in computer systems related to program area.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate:
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Possession of, or ability to obtain, LEDS certification within 90 days of hire date.
MUST PASS A CRIMINAL RECORDS CHECK.
Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment.

Salary: $58,801.60 - $73,278.40 Annually
